Russell Fraser

Managing Member

As one of the founding principals in Pacifica Real Estate Group, Mr. Fraser, along with Mr. Gibbs, is responsible for the overall strategic direction of the company and the real properties it acquires and manages. Mr. Fraser’s responsibilities also include arranging and structuring the debt and equity capital for all company acquisitions.

Previously, he served as the investment manager for a private, high net-worth family office in which he acquired and managed numerous real estate investments and operating companies throughout his long tenure. Prior to pursuing his real estate career, Mr. Fraser was associated with Laventhol and Horwath, an international accounting and consulting firm.

Robert C. Gibbs

Managing Member

Mr. Gibbs has extensive experience in all phases of commercial real estate, and has served in various executive capacities throughout his career. He and Mr. Fraser work closely together on all major portfolio and company matters. Mr. Gibbs oversees all company acquisitions, dispositions, and major leasing.

Prior to joining the company, he was president of South Coast Realty and Development, Inc., and was a Senior Marketing Consultant/Vice President for Grubb and Ellis.

Donna Young

Director of Property Management

Throughout Ms. Young’s long professional career, she has accumulated extensive experience in the asset and property management of commercial real estate. Ms. Young is a long-time member of Pacifica and is responsible for the management of the Pacifica-sponsored portfolio of properties. Her portfolio is geographically diversified throughout California, Arizona, Nevada and Colorado, and includes Class A office, medical-office, and industrial properties. Ms. Young’s responsibilities include supervising all property personnel associated with each real estate asset. These properties include a diverse group of tenants from Fortune 500 companies to closely held private businesses. She is particularly adept at managing tenant relations, which is a key cornerstone of Pacifica’s management philosophy of minimizing tenant rollover.

Wesley Gibbs

Vice-President of Acquisitions & Asset Management

Mr. Gibbs began his real estate career at Pacifica in 2010 after graduating from the University of California-Irvine. He works closely with the company’s principals on all investments and major leasing. He is the Company’s lead analyst and manages many of the property due diligence functions on acquisitions. Mr. Gibbs has established close working relationships with and is the primary point of contact for many of the leading brokerage sales and leasing teams operating within the Company’s targeted markets.

Thomas  Cortez

Mr. Cortez began his real estate career as a property manager, working in the Company’s multi-family residential management group. His responsibilities have now expanded to include leasing and capital improvement projects on company-sponsored office and industrial properties. Mr. Cortez is a graduate of California State University-San Marcos and is a licensed real estate broker.

Kelly Hallbeck


Mrs. Hallbeck is the company’s controller and is responsible for financial reporting, investor relations, and risk management.  Prior to joining the Company, she was the controller at Parker Properties, a real estate development and management firm in Southern California.  Ms. Hallbeck received her bachelor’s degree in economics and Business from Westmont College in 1999.

Jamie Tran

Senior Property Accountant

Ms. Jamie Tran has come to the Company with over 10 years’ experience as a Senior Property Accountant with extensive experience in Commercial Real Estate.  Her responsibilities here include Monthly Property Financial reports, Bank Reconciliations, Accounts Receivable, and Review of Accounts Payable.  Ms. Tran received her bachelor’s degree in Accounting from the University of Phoenix.
